The United Nations "Stockholm Convention on persistent organic pollutants" recently unanimously voted in favour of a ban:It is prohibited to use of six ring twelve alkyl bromide (HBCD) in the global scope in a dielectric,textile and electronic fields commonly used flame retardant.HBCD now and other two kinds of organic pollutants similar to ride on the "Stockholm Convention on persistent organic pollutants" blacklist of banned chemical products.

Brominated flame retardants can be very effective in preventing the plastic products and textiles fire.But they also can be a long time in the environment,and accumulate in biological tissue.Considering the possible effects on human health, "Stockholm Convention on persistent organic pollutants" banned the use of four polybrominated diphenyl ether and five PBDEs in 2009.

According to the "Stockholm Convention on persistent organic pollutants" in the description of HBCD,this compound is mainly composed of the United States of America,Europe and Asia production. In 2001,half quantity of the market of 16500 tons of HBCD used in Europe.By 2003,the global HBCD demand has risen to nearly 22000 tons.

With HBCD now become a member of pollutant list from "Stockholm Convention on persistent organic pollutants",the world must act,prohibit the use of this kind of organic pollutants.The European Union is called toxic substances plan REACH HBCD has been identified as a "highly concerned about the material",also called on 2015 to phase out the organic pollutants.The Geneva International Environmental Law Center (CIEL) standing lawyer David Azoulay,a global ban is a good step. He said:"the ban to prevent other countries from compounds using the new application,to its development."

However disappointed CIEL and other environmental groups for the EU is used in the construction of foamed polystyrene insulation materials and extruded polystyrene insulation materials in the use of HBCD to set up a 5 year buffer period. For this purpose HBCD production companies must inform the "Stockholm Convention on persistent organic pollutants",and clearly identify their products,at the same time,it cannot be exported outside the European union.

It is reported,"Stockholm Convention on persistent organic pollutants" was issuedd on May 22,2001,effective May 17,2004,November 11th on the China effect. The main content is to protect human health and the environment,include to reduce and/or eliminate persistent organic pollutants and the release of the measures,international action.
